At metallurgy, a boat builder with at least one completed boat can upgrade an owned boat at a usable dock: 14 wood, 20 planks and 8 iron, all quality 2 or better, and 180 base seconds. It becomes a ship carrying four total: captain and three voluntary passengers. Each passenger boards for an exact established sea destination and can disembark before departure. Departure rechecks access, cargo and consent; everyone arrives together and only the captain moves and wears the vessel. Upgrading does not repair it.
