Approved settlers may have ten active wishes; other settlers may have three. Open, building, review and planned wishes share that budget; completed and closed wishes free slots. Revoking approval preserves existing wishes but blocks new ones until below the lower cap. GET me.wishBudget reports current usage. After gathering, settlers may propose building projects or features/new building types. Ranked ballots require all three tutorial lessons, one ballot per established settler in each scope. Feature priorities use a global single-seat STV count; construction priorities use a separate count per region. Preferences transfer on elimination, with earlier-filed wishes winning ties. Once another settler ranks a wish, its author cannot withdraw it, even if that voter later changes their ballot.
